Uttar Pradesh's Minister for Khadi and Village Industries, Rakesh Sachan, said this while addressing the special session, "Mission Trillion Dollar UP: Building the Growth Engine of New India," during the Entrepreneur Game Changer Awards 2026. The event, held at Hotel Renaissance, Lucknow, was attended by Uttar Pradesh Deputy Chief Minister Brajesh Pathak, Sachin Marya, Editorial Director of Entrepreneur India, Sanjeev Jha- Editor Entrepreneur India, along with industry leaders, investors, startup founders and policymakers.
Appreciating the initiative by Entrepreneur India, Rakesh Sachan said that the event was not merely an awards ceremony but a powerful platform that recognizes Uttar Pradesh's talent, innovation and entrepreneurial spirit at the national level. He added that such initiatives inspire aspiring entrepreneurs while strengthening the culture of innovation and investment across the state.
He said that under the guidance of Prime Minister Narendra Modi and the leadership of Chief Minister Yogi Adityanath, Uttar Pradesh has made remarkable progress in attracting investments and driving industrial growth. Improved law and order, an extensive expressway network, the Defence Corridor, modern connectivity, digital governance and Ease of Doing Business reforms have made the state a preferred destination for investors. He noted that major investment proposals announced during the Ground Breaking Ceremonies are now being implemented rapidly, with new industrial units being established across all 75 districts of the state.
Investments and MSMEs Accelerating Economic Growth
Highlighting MSMEs as the backbone of Uttar Pradesh's economy, Sachan said that after agriculture, the MSME sector is the state's largest source of employment. More than 9.6 million MSME units are currently operating across Uttar Pradesh. He added that the government is encouraging young entrepreneurs through collateral-free and interest-free loan schemes, enabling them to pursue self-employment. Nearly 170,000 young entrepreneurs have already benefited from these initiatives and launched their own ventures.
Sachan further said that Uttar Pradesh's startup and innovation ecosystem is steadily becoming stronger. One of the state's biggest achievements is the growing confidence among first-generation entrepreneurs. The government's focus, he said, is not merely on setting up industries but on building a comprehensive entrepreneurial ecosystem that supports young innovators with finance, training, market access and investment opportunities.
He also highlighted that under the MSME-2022 Policy and the new Textile Policy, young entrepreneurs are being offered special incentives. Those establishing new enterprises are eligible for capital subsidies of up to 25 percent and interest support of up to 50 percent. In addition, special subsidies are being provided to promote employment in the textile and garment sectors, ensuring that young professionals no longer need to migrate outside the state for jobs.
Textile Sector and ODOP Driving Local Industries Towards Global Markets
Speaking about the textile sector, the minister said that the PM MITRA Mega Textile Park is being developed across nearly 1,000 acres between Lucknow and Hardoi. Besides this, projects such as the Sant Kabir Textile Park are expected to significantly boost textile investments and employment across the state. He expressed confidence that Uttar Pradesh would emerge as one of India's leading textile manufacturing hubs in the coming years.
Sachan also said that the One District One Product (ODOP) initiative has successfully taken Uttar Pradesh's traditional products to global markets. Building on its success, the government has now launched the One District One Cuisine (ODOC) campaign to promote each district's traditional cuisine and local food products at national and international levels. He said the initiative would strengthen tourism, encourage local entrepreneurship and create new employment opportunities.
He further informed that the state government is working on developing modern industrial and employment zones across all 75 districts. Each district will have dedicated industrial areas equipped with land, modern infrastructure and a single-window clearance system, making it easier and more transparent for MSMEs and entrepreneurs to establish and expand their businesses.
Call to Make 'Mission Trillion Dollar UP' a People's Movement
Concluding his address, Sachan said that Mission Trillion Dollar Uttar Pradesh is not merely a government initiative but a shared commitment of industries, investors, entrepreneurs and the people of the state. He emphasized that industrial expansion will drive employment, strengthen economic growth and contribute significantly to achieving the vision of a developed India. He urged industrialists and investors from across the country to actively participate in Uttar Pradesh's growth journey.
At the end of his address, Rakesh Sachan thanked Sachin Marya, Editorial Director of Entrepreneur India, Sanjeev Jha, Editor, the organizing committee and all event partners. He said that such platforms play a vital role in strengthening collaboration between the government, industry, and entrepreneurs and will contribute significantly towards making Uttar Pradesh the key growth engine of India's trillion-dollar economy.
