The campus will be developed by the NIELIT Deemed-to-be University under the Ministry of Electronics and Information Technology (MeitY), Government of India. The initiative aims to promote education, research, skilling and innovation in Quantum Technology, Artificial Intelligence, Semiconductors and other Deep-Tech areas.
The campus will be developed across 8.5 acres, with a proposed investment of ₹730.70 crore over five years. The project will be funded through a Government of India Grant-in-Aid through MeitY. The decision was approved at a CRDA Authority meeting chaired by Andhra Pradesh Chief Minister N. Chandrababu Naidu.
Focus on Quantum and AI Education
Academic and Advanced Technology Skill-Development Programmes will begin from September 2026 at a temporary facility at Acharya Nagarjuna University in Guntur until the permanent campus is developed. Programmes will cover areas such as Quantum Computing, Quantum Communication and Security, Artificial Intelligence and Machine Learning, Data Science, Semiconductor Fabrication, Chip Design, VLSI, ATMP, Embedded Systems and High-Performance Computing.
NIELIT Deemed-to-be University is a Deemed-to-be University under Section 3 of the UGC Act, 1956 and the UGC Regulations, 2023. Operating under MeitY, it has 56 centres and more than 700 accredited institutes across the country. Its main campus is located in Ropar, Punjab, and it has 11 constituent units.
Advanced Facilities for Research and Startups
The campus will include a Quantum Research, Innovation and Incubation Block (QRIIB), with a proposed built-up area of around 1.25 lakh square feet. The facility will provide infrastructure for Quantum Computing, Quantum Communication, Quantum Photonics, Quantum Security, Cryogenic Systems, High-Performance Computing, Cleanroom, Nano-Fabrication, Semiconductor Technology and Chip Design.
The project aims to train around 8,250 learners over five years. Of these, 1,650 learners are expected to participate in Formal Degree Programmes, while 6,600 participants will be covered through Non-Formal Skilling and Certification Programmes. By the fifth year, the annual intake is expected to reach around 3,913 learners.
Andhra Pradesh to Connect with the Deep-Tech Economy
NIELIT plans to collaborate with IIT Tirupati, IIIT Sri City, Andhra University and JNTU institutions for academic programmes, research and technology development. The initiative aligns with the National Quantum Mission, IndiaAI Mission and India Semiconductor Mission. It will also support broader national initiatives such as Digital India, Make in India and Atmanirbhar Bharat.
The campus will also feature Solar Power Generation, Solar Water Heating, Energy-Efficient Utilities, EV Charging and Scientific Waste Management Systems. Other facilities will include Smart Classrooms, Research Laboratories, Hostels, an Auditorium, Sports and Recreation Facilities and other supporting infrastructure. The campus is also proposed to have residential capacity for around 500 people.
Amaravati to Become a Deep-Tech Education Hub
The NIELIT Quantum and AI Campus is aimed at positioning Amaravati as a major centre for Quantum Technology, Artificial Intelligence, Semiconductors and Deep-Tech Innovation. By bringing together education, research, industry and startups, the campus is expected to create new opportunities for students, researchers and entrepreneurs.
With specialised education programmes, advanced research infrastructure, large-scale skilling and incubation facilities, the project is expected to strengthen India’s capabilities in emerging technologies while helping Andhra Pradesh build a stronger talent pipeline for the future Deep-Tech economy.
