NCVET- BAOU Agreement to Strengthen the Skill India Mission
National Council for Vocational Education and Training (NCVET) signed an important agreement with Dr. Babasaheb Ambedkar Open University (BAOU) on April 10, 2026.


Under this agreement, BAOU has been granted recognition under the ‘dual’ category. This means the university will now be able to provide training as well as conduct assessments simultaneously.

Right to Training, Assessment & Certification

Following this agreement, BAOU has received the authority to provide training, conduct assessments and issue certificates for various courses in line with the National Skills Qualifications Framework (NSQF).

Students will now be able to pursue skill-based courses through the university’s campus and its approved centers and receive certifications from the same institutions.

Provision for Independent Assessment

With ‘dual’ recognition, BAOU can independently assess students. If required, it can also take support from agencies recognized by NCVET.

This will make the entire process more flexible, transparent and quality-driven, ensuring a better experience for students.

The agreement was signed in the presence of MSDE (Ministry of Skill Development and Entrepreneurship) Secretary and NCVET Chairperson Debashree Mukherjee and NCVET Executive Member Ashok Kumar Gaba. This highlights the importance the government is placing on this initiative.

Boost to Skill Development

This recognition aligns with NCVET’s quality standards and industry-oriented regulatory framework. BAOU, through its flexible and inclusive education model, will help students learn new skills, upgrade existing ones (upskilling) and acquire new competencies (reskilling). This will better prepare students for employment opportunities.

Benefits for Youth and Marginalized Sections

This initiative is expected to significantly benefit youth, women and underprivileged communities. They will now have access to affordable skill training and certification near their locations, increasing their chances of employment.

This step is considered an important move towards strengthening skill-based education in the country and advancing the Skill India Mission.
