On this occasion, he said that the new guidelines would play an important role in increasing community participation, strengthening school governance and improving the quality of education across the country. He emphasized that School Management Committees should not remain just administrative bodies, but should become a “people’s movement” for educational reforms.
Greater Community Participation in the Education System
Delhi Education Minister Ashish Sood, Chhattisgarh School Education Minister Gajender Yadav, senior officials from the Department of School Education and Literacy and representatives from various states were also present at the event.
Addressing the gathering, Dharmendra Pradhan said that the new “School Management Committee Guidelines 2026” would help implement the vision of the National Education Policy 2020 (NEP 2020) across nearly 1.5 million schools in the country. He stated that improving education requires the participation not only of the government but also of parents, teachers, local communities and every section of society.
School Management Committees to Play a Stronger Role
Delhi Education Minister Ashish Sood said that the earlier School Management Committee framework was largely limited to monitoring school grants, infrastructure and administrative work. However, the challenges in the education sector have changed significantly over time.
He said that issues such as child safety, mental health, Foundational Literacy and Numeracy (FLN), digital transparency, improved learning outcomes and community participation have now become extremely important. The new guidelines have been prepared keeping these priorities in mind.
Sood stated that School Management Committees will no longer function merely as monitoring bodies but will now work as “School Community Governing Institutions.” These committees will actively contribute to holistic child development, academic quality, student welfare, safety, inclusivity, digital governance and transparency.
Stronger Connection Between Parents and Schools
Chhattisgarh School Education Minister Gajender Yadav said that active participation from society and parents is essential for improving children’s learning outcomes. He added that the new School Management Committee Guidelines would reduce the gap between schools and parents and encourage greater involvement of local communities in school management.
He explained that under these guidelines, School Management Committees would be developed as a strong bridge between students, teachers, parents and the community. The objective is to ensure the holistic development of children through shared responsibility.
Special Focus on Child Safety and Mental Health
Dharmendra Pradhan said that the government remains committed not only to children’s education but also to their health, mental well-being and support for Children With Special Needs (CWSN).
He added that the new guidelines also place special emphasis on mentoring, community support and local responsibility towards schools. The government wants every school to become not just a center for education, but also a center for social development and community engagement.
Focus on Turning Education into a People’s Movement
The Union Education Minister said that the objective of the “School Management Committee Guidelines 2026” is to develop School Management Committees into a sustainable culture so that, in the future, they can evolve into a large-scale people’s movement for educational reforms.
Referring to initiatives like Vidyanjali, he said that India’s education system has historically been rooted in community participation. The new guidelines aim to revive and strengthen that tradition, where schools become the center of society and people actively contribute to improving education.
Initiative Linked to the Vision of Developed India 2047
Ashish Sood said that a strong education system would play the most important role in India’s journey towards becoming a developed nation by 2047. He stated that the country’s future would be shaped inside classrooms and for this, schools need to become more accountable, safe and modern.
