Delhi Leads India in Electric Mobility Adoption: NITI Aayog

Delhi has emerged as the top-performing state/Union Territory in electric mobility adoption, according to the India Electric Mobility Index (IEMI) 2025 released by NITI Aayog in New Delhi on September 16. Maharashtra, Karnataka, Chandigarh and Goa were also among the top-performing states and UTs in the index.

The IEMI assesses the progress of states and Union Territories in electric mobility across key indicators, including transport electrification, charging infrastructure readiness, and research and innovation. The index scores improved compared with the previous year, with the highest score increasing from 77 to 84, while the median score rose from 36 to 40.

Speaking at a workshop on state EV policies, Rajiv Gauba, Member, NITI Aayog, described the transition to electric mobility as an economic, environmental and strategic requirement for India’s Viksit Bharat 2047 vision. He noted that India imports around 89% of its crude oil requirements, while the automotive sector contributes around 7.1% to the country’s GDP and provides employment to nearly 1.9 crore people.

According to Gauba, 29 of India’s 36 states and Union Territories have notified EV policies. He said differences in electric mobility adoption across states are influenced by factors such as industrial base, fiscal capacity and geography. He called for greater sharing of best practices between states, along with a focus on public transport electrification in selected cities and improving the availability and reliability of charging infrastructure.

Gauba said government support for electric mobility exceeds ₹92,000 crore through initiatives including FAME, PM E-DRIVE and PM E-Bus Sewa, along with production-linked incentive schemes for automobiles and auto components and advanced chemistry cell battery storage. He also highlighted the expansion of charging networks by oil marketing companies and private players, as well as the Unified Bharat e-Charge app aimed at improving access to charging infrastructure.

NITI Aayog launched the IEMI as a state-level framework to track progress in electric mobility. The 2024 edition assessed 28 states and eight Union Territories using 16 indicators, while the latest edition tracks improvements in electric mobility performance across states and UTs.
