This workshop was conducted under the Vibrant Village Programme, with participation from officials of various ministries, state governments and district administrations.
Participation from Multiple States
The programme saw participation from the Ministry of Home Affairs, along with the Ministries of Textiles, Tourism and Rural Development. Representatives from border states such as Arunachal Pradesh, Himachal Pradesh, Ladakh, Sikkim and Uttarakhand were also present. Members of State Skill Development Missions (SSDM) and Sector Skill Councils (SSC) attended as well. The platform aimed to accelerate skill development efforts and strengthen coordination among stakeholders in these regions.
Target to Make 662 Villages Self-Reliant
Under the Vibrant Village Programme, a key initiative of the Ministry of Home Affairs, 662 border villages are being developed as self-reliant and well-connected “first villages” of the country. The focus is on creating employment opportunities and providing skill training based on local needs.
Key Role of the Ministry in Skill Development
The Ministry of Skill Development and Entrepreneurship plays a crucial role in implementing skill development initiatives under this programme. The ministry is responsible for approving proposals, linking them with suitable schemes, monitoring training and facilitating certification through the Skill India Digital Hub (SIDH). So far, 74 skill development projects have been approved, indicating significant progress in this direction.
Discussion on Challenges and Solutions
The workshop addressed key challenges such as shortage of trainers, mobilization of beneficiaries and infrastructure gaps. Emphasis was placed on strengthening the role of State Skill Development Missions and Sector Skill Councils to overcome these issues.
Clear Roadmap for the Future
The ministry has prepared a focused and action-oriented roadmap for future implementation. Districts have been advised to develop detailed project plans before submission, including timelines, trainers, locations and target beneficiaries. There is also a strong push to utilize existing government infrastructure such as schools, ITIs and community centers for faster execution of training programmes.
Senior officials were present at the event, including Heena Usman, Mansi Sahay Thakur and Archana Mayaram, along with representatives from various ministries and state governments.
A Step Towards Sustainable Employment and Self-Reliance
The primary objective of this initiative is to create sustainable employment opportunities in border areas through skill development. It aims not only to provide jobs to youth but also to ensure holistic development of villages and make them self-reliant.
