ANRF’s MAHA Jal Mission to Give New Direction to Education, Research and Innovation
With the aim of accelerating education, research and innovation in the country, the Anusandhan National Research Foundation (ANRF) and the Ministry of Jal Shakti have jointly launched the ‘MAHA Jal Mission’ with an outlay of INR 200 crore.


Under this initiative, universities, research institutions, startups and MSMEs will receive financial support for the development, testing and implementation of new technologies, enabling effective solutions to address water security challenges.

The mission was launched by Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Science & Technology, during the National Workshop on Water Research and Development held at the Dr. Ambedkar International Centre in New Delhi. The event was also attended by Union Jal Shakti Minister C.R. Patil, ISRO Chairman Dr. V. Narayanan, senior scientists, academicians, researchers and industry representatives.

An Initiative to Make Research Funding More Inclusive

Dr. Jitendra Singh stated that the primary objective of ANRF is to democratize research funding. He explained that for a long time, a significant portion of research grants remained concentrated among a few established institutions, while smaller universities, startups and young innovators often struggled to access adequate opportunities. ANRF seeks to change this by providing equal opportunities to researchers and institutions across the country.

He emphasized that ensuring wider access to national missions, scientific resources and innovation support is the need of the hour. This will enable talented individuals from different regions of India to showcase their capabilities and strengthen the country’s research ecosystem.

Innovation to Advance Through a Mission-Mode Approach

Dr. Singh highlighted that ANRF has launched Mission Advancing High-Impact Areas (MAHA) programmes in strategic sectors such as water, electric vehicles, drones, medical technology and 6G communications. The objective of these missions is not only to support academic research but also to take innovations from laboratories to society.

He noted that the MAHA Jal Mission is a significant step in this direction. It will promote collaboration among academia, industry, startups and government institutions to develop technology-driven solutions for water management challenges.

New Opportunities for Students and Researchers

The minister said that the mission will create significant opportunities for students and researchers in higher education institutions. Research in areas such as water resource management, water quality, drinking water, climate change and water conservation will receive a major boost.

He added that education today cannot remain confined to textbooks. Students must engage with real-world challenges and work towards developing solutions that benefit society. The MAHA Jal Mission will provide them with precisely such opportunities.

INR 200 Crore Budget and Grants of Up to INR 20 Crore

The MAHA Jal Mission will be implemented over the next five years with an estimated budget of INR 200 crore. Under the programme, multidisciplinary consortia comprising universities, national laboratories, research organizations, startups and industry partners will receive financial assistance.

Selected projects will be eligible for grants of up to INR 20 crore. This support will cover technology development, field testing, validation and large-scale implementation, helping research move beyond laboratories and into practical applications.

Leveraging ISRO’s Technology

During the event, a Memorandum of Understanding (MoU) was also signed between the Ministry of Jal Shakti and the Department of Space/ISRO. Under this partnership, satellite technology, geospatial data and scientific analysis will be used for water resource mapping, groundwater assessment, irrigation planning and water infrastructure development.

This collaboration will provide researchers and students with opportunities to work with advanced technologies while strengthening data-driven decision-making in the water sector.

Boost for Startups and Innovation

Dr. Jitendra Singh pointed out that India’s startup ecosystem has witnessed remarkable growth. While the country had only a few hundred startups a decade ago, the number has now crossed 200,000. These startups have generated millions of jobs and have become a major driver of innovation-led growth.

He said that the MAHA Jal Mission also aims to connect young entrepreneurs, researchers and innovators with national challenges. This will create new opportunities for employment, technological advancement and research.

A Mission Linking Education and Water Security

Union Jal Shakti Minister C.R. Patil stated that water security is the foundation of India’s development aspirations. He stressed that research, innovation and public participation are essential for effective water management.

According to experts, the MAHA Jal Mission is not merely a research programme but a national initiative that brings together education, science, industry and entrepreneurship on a common platform. It is expected to open new opportunities for universities, research institutions, startups and students while strengthening India’s position in water management, scientific research and technological innovation on the global stage.
