DPIIT-BHASHINI Agreement: Students, Startups and Entrepreneurs to Benefit from Multilingual Digital Services
The partnership aims to strengthen multilingual digital access across India’s investment, entrepreneurship and innovation ecosystem.

In a significant step towards making digital services more inclusive and accessible, the Department for Promotion of Industry and Internal Trade (DPIIT) and the Digital India BHASHINI Division (DIBD) have signed a Memorandum of Understanding (MoU). The partnership aims to strengthen multilingual digital access across India’s investment, entrepreneurship and innovation ecosystem.

Under this initiative, government information, startup services, policy-related communication and citizen-centric services will be made available in all 22 languages listed in the Eighth Schedule of the Constitution through the BHASHINI platform. This will help students, young entrepreneurs, researchers and startup founders from diverse linguistic backgrounds access important information in their native languages.

Digital Services to Be Available in 22 Indian Languages

According to the Ministry of Electronics and Information Technology, the collaboration will expand multilingual services across DPIIT’s digital platforms. Initiatives such as BHASHINI Udyat, Mitra, Appmitra and Pravakta will be leveraged to achieve this goal. The partnership will also support translation APIs, voice-enabled technologies, multilingual glossaries, domain-specific language models and language datasets.

The initiative is expected to have a positive impact on the education and skill development sectors as well. Students will be able to access information related to entrepreneurship, startups, innovation, investments and government schemes in their preferred languages. By reducing language barriers, students from rural and remote regions will also be able to make better use of digital resources and opportunities.

Boost to AI and Language Technologies

Officials stated that both organizations will focus on strengthening multilingual Artificial Intelligence (AI) models and language technologies designed for sectors such as investment promotion, industrial development, innovation and entrepreneurship. This will encourage seamless voice-first digital services and make access to government portals and online services easier for users.

In addition, DPIIT and BHASHINI will work together on language data contributions, awareness programs, capacity-building initiatives and the wider adoption of multilingual AI tools among institutions and stakeholders. This is expected to accelerate the use of Indian languages across educational institutions, the startup ecosystem and industry.

Benefits for Education, Innovation and Entrepreneurship

The agreement has been signed under the “BHASHINI Seva/Sanchalan – A BHASHINI Sahayogi Program,” which aims to strengthen multilingual governance and service delivery through India’s National Language Digital Public Infrastructure.

Experts believe that this initiative will not only enhance digital governance but also encourage broader participation in education, innovation, entrepreneurship and economic development. It will connect India’s linguistic diversity with technological advancement, creating new opportunities for students and young innovators.

A Major Step Towards an Inclusive Digital India

According to the Ministry, the collaboration will further strengthen BHASHINI’s role in promoting inclusive and AI-driven digital governance. It is expected to increase participation in investment, startup culture and economic growth across the country while giving a stronger push to the Digital India mission.

Experts also believe that the initiative will support the objectives of the National Education Policy (NEP) 2020, which emphasizes greater access to education and knowledge in mother tongues and Indian languages. Through multilingual digital platforms, students, researchers and young entrepreneurs will be able to learn, innovate and benefit from government schemes in their own languages. This will promote digital inclusion across the country and further strengthen the role of Indian languages in building a knowledge-based economy.
