The Ministry of Heavy Industries (MHI) has invited bids through a global tender for the establishment of giga-scale Advanced Chemistry Cell (ACC) manufacturing facilities with a cumulative capacity of 10 GWh in India. The capacity has been earmarked for Grid-Scale Stationary Storage (GSSS) applications under the Production Linked Incentive (PLI) Scheme for ACC Battery Storage.
The bidding process will be conducted online through the Central Public Procurement (CPP) Portal. A transparent two-stage Quality and Cost Based Selection (QCBS) mechanism will be followed for the selection of beneficiaries.
The tender documents have been made available from July 15, 2026. A pre-bid conference is scheduled for July 29, 2026, while the last date for submission of bids is October 13, 2026. The technical bids will be opened on October 14, 2026.
The PLI ACC Scheme was approved by the Union Cabinet in May 2021 under the ‘National Programme on Advanced Chemistry Cell (ACC) Battery Storage’. The scheme has a total budgetary outlay of ₹18,100 crore and aims to develop 50 GWh of ACC manufacturing capacity in the country. The initiative seeks to reduce India’s dependence on imports for battery storage technology while strengthening domestic manufacturing capabilities.
