Promoting Research in Disaster Management: Three Key Institutions NDMA, AcSIR and CSIR-NIScPR Join Hands
The National Disaster Management Authority (NDMA), the Academy of Scientific and Innovative Research (AcSIR) and the CSIR-National Institute of Science Communication & Policy Research (CSIR-NIScPR) signed a MoU on 21 February 2026.


The agreement aims to strengthen education, research, training and policy development in the field of disaster management and risk reduction.

The purpose of this partnership is to integrate science, technology, and policy to make India more resilient to disasters. Under this initiative, academic programmes and research activities will be carried out in a structured manner and public participation will also be encouraged.

Science Society Coordination Essential to Reduce Disaster Risk

Under the agreement, a PhD programme in Disaster Management will be launched at CSIR-NIScPR through AcSIR, with the support of NDMA. In addition, joint research, policy studies, science communication initiatives and capacity-building programmes related to disaster risk reduction will be undertaken.

NDMA member Dr. Dinesh Kumar Aswal stated that “to reduce disaster risk, it is essential to bring together scientific knowledge and societal preparedness.” He noted that, in line with the Prime Minister’s nine-point agenda, a strong network of academic institutions will be developed to collaborate on disaster-related research and education.

He also emphasized the importance of early warning systems, effective risk communication, and stronger community engagement. Learning from every disaster and properly documenting experiences are crucial to improving preparedness for the future.

Professor Manoj Kumar Dhar, Director of AcSIR, said that more than 7,000 students are currently enrolled at the institution, which is among the country’s leading research institutions. Research at AcSIR covers nearly all scientific disciplines. He stated that this agreement will provide students and researchers with opportunities to develop innovative and effective solutions to disaster management challenges. It will also contribute to building a strong and disaster-resilient India by 2047.

Dr. Geetha Vani Rayasam, Director of CSIR-NIScPR, said that the institute publishes 15 research journals and plays an important role in science communication and policy research. She explained that this partnership will help integrate scientific knowledge into policy-making and public awareness efforts, thereby improving disaster preparedness and ensuring accurate information reaches society.

India’s Disaster Management System to Become Stronger

Under the agreement, NDMA will provide strategic direction and expert guidance. AcSIR will conduct academic programmes and research activities, while CSIR-NIScPR will host the academic programmes and promote policy research and public engagement.

This collaboration among the three institutions marks a significant step toward strengthening India’s disaster management system. Through scientific research, effective communication and evidence-based policy-making, the country will be better equipped to respond to and manage disasters.
