The biggest announcement in Budget 2026 is the establishment of AVGC (Animation, Visual Effects, Gaming and Comics) Content Creators Labs in 15,000 secondary schools and 500 colleges. The objective is to promote digital storytelling, visual design and content creation skills among students. This is being considered the largest formal initiative in this field so far.
Through these AVGC Content Creators Labs, students will be able to learn essential content creation skills such as video editing, thumbnail design and more while still in school and college. Budget 2026 has also introduced the “National Destination Digital Knowledge Grid” scheme for creators working in travel, culture, history and education.
The aim of this scheme is to digitally preserve India’s culture, history and heritage sites. This will increase demand for reels, short-form videos and documentaries. In addition, the budget proposes the establishment of a new National Institute of Design in eastern India.
This new institute will produce more skilled designers, UI/UX experts and brand strategists, creating fresh opportunities in the market. Alongside this a structured program in collaboration with IIMs will train 10,000 tourist guides, encouraging partnerships between content creators and tour guides.
Furthermore, enhanced storytelling facilities will be developed at 15 archaeological sites, including Lothal, Dholavira, Sarnath and Leh Palace. This will create more opportunities for creators specializing in research-based and visual-first content.
The budget has allocated ₹1,476.83 crore for information and publicity and ₹2,750.19 crore for broadcasting. Typically, a portion of this allocation flows into the content creation industry, further strengthening content creators across the country.
